Why are there always 'weak #1's in August/Sept?

Has anyone noticed this trend? It seems since 2003, every August/September after the summer hype dies down, radio sort of goes through a drought at the top of the charts. There isn't really anything exciting so programmers take the nearest song that has already been charting for a while, and make it #1 by default (it usually reaches #1 with a relatively low spin total compared to the other #1s in the year). For example...
2003: Nelly 'Shake Ya Tailfeather'-hit #1 in it's 10th week inside the top 20, it had a spin peak of 7700 spins.
2004: Maroon 5 'She Will Be Loved'-Even though this spent 5 weeks at #1, it only peaked with 8200 spins, and with lack of competition, was able to spend that many weeks at #1.
2005: D.H.T-'Listen To Your Heart'-was probably the weakest #1 EVER. It reached a peak of about 7500 spins for one week in it's 11th week in the top 20.
2006: The Pussycat Dolls 'Buttons'-After the 'Hips Don't Lie/Promiscuous' hype died down, radio programmers didn't know what to do. 'Buttons' which had been around for months and happened to be the closest to #1, suddenly saw a surge in spins by default in it's 12th week inside the top 20.
2007: Pink-'Who Knew'-Even though 'The Way I Are' was a strong #1 with longevity and had hit #1 for 4 weeks prior to this, somehow Pink found a way to sneak in a week. This #1 was so weak, that programmers had to re-settle on 'The Way I Are' as they both were descending down the charts, and 'The Way I Are' topping the charts for another 2 weeks after.
2008: Chris Brown 'Forever'-This single has been around since May, no one ever expecting it to go to #1. It has been quietly climbing, and now programmers have settled for it by default, peaking with a low 9500 spins (compared to the other #1s this year...it is low).
I think what causes this is the Summer Hype/4th Quarter releases. August/September is obviously the break between the summer singles and the big 4th quarter releases that come after that, and record labels try to just ride out this period with re-releases, 4th or 5th singles, and soundtrack singles.
