I've just watched the video (yeah I know I am late), yeah I agree that it is very boring. For such a era they needed to make a Katy's window, Katy having a wig dressed like the 80s and partying in a club, talking on the phone for hours and stuff.
The video explains nothing about the song.

I feel like Teenage Dream is the type of song that would peak at #3, if you guys know what I mean. Ironically, it seems like the big hits that aren't #1 often peak at #2 not #3. And #2 seems to be moreso for the song that have those repressed one week sales without airplay.
