Are we talking live?
Britney would have to sing live more often to compare. It's even hard to judge that file cause we don't have any professional recordings of You Oughta Know.

Based off of those two performances, probably Katy. Katy has been getting better and better with time, and "Firework" is a harder song to sing than "You Oughta Know" besides the emotion aspect which I feel Britney fails in

That's a tough one... but I'd have to say Britney. Though neither of them sings generally songs that are hard to sing, I feel Britney's voice has had more challenges... and succeeded.
