From what I've heard (nothing official yet), this is Chris Tomlin's new single. I think this has the chance to be one of his greater tracks - and he has had some of the PREMIERE contemporary Christian songs over the timeline of his career.. so I'm excited to see this one rise. I also like that it's upbeat and performed live (although I am hoping for a studio version at some point).

No. It's the album version, but it was recorded live.
And not that I know of. Maybe you're thinking of "Sing" by Sanctus Real?

does it have the same lyrics as this? because i am 100% sure i have heard it somewhere before, but i had never listened to it on my iTunes until yesterday. ugh, this is gonna bother me.

Well there was a special edition of Hello Love issued especially for worship leaders. It had 7 of the songs' guitar chords and lyrics and video devotionals for the songs and stuff.

Well my youth pastor (who is also in our band) gets Christian albums in advance to their actual release date, so I wouldn't be surprised if he got that. He does have a copy of "Hello Love".
He lets us borrow any of the CDs too, so if you ever need something, I can see if he has it.
